Fairfax County Pays Victim's Family $2 Million

Fairfax County has settled with the family of an optometrist who was killed by one of its officers in January of 2006. It will pay the family $2 million.
Salvatore Culosi was a suspected bookmaker who took bets from an undercover officer for several months. When the undercover officer visited Mr. Culosi outside his home to collect some winnings, a SWAT team moved in to arrest Mr. Culosi. One of the SWAT team members drew his weapon and accidentally shot Mr. Culosi, who died.
Robert Horan, the Fairfax County Commonwealth's Attorney at the time, declined to press charges against the officer, saying it was an accidental shooting - not premediated, and without malice. The Fairfax County Police Department's Report to the Community regarding the incident is in our library.
