A NY statistician whose daughter was killed by a drunk driver last July in South Dakota is trying to get that state to get tougher on drunk drivers. According to a news article, the father concluded, based on a statistic from an NTSB report, that first-time drunk drivers cause 93% of drunk driving deaths. The governor reportedly responded to the father's suggestions with a letter, and has the Department of Public Safety reviewing them. It's an interesting article with a lot of DUI statistics.
