Virginia has Modified the Laws Regarding Mopeds, effective July 1, 2014

The new Virginia Moped laws add a number of requirements, including Titling and Registration and restrictions on Age.   All mopeds will now have a license plate, and can only be driven by persons who are 16 years old or older.   

Moped riders are now required to wear goggles or a face-shield, unless they have a windshield.   

Also, folks should be aware that, by definition, a moped becomes a "motorcycle" if it goes over 35 MPH.  This is pretty common now, since the marketplace has demanded better performing "scooters".
